Rainbow Quiz - Identify the personality - Week 39

Here is the next weekly "Rainbow" quiz , where I would be giving 7 clues (Hence the name Rainbow) about a personality. Try to discover the person in the least number of clues . You can either leave the answer as a comment / email me . Feedback/ suggestions welcome. Googling is not preferred but then its just for fun and so go ahead if you need to.

A man whose work has had (& will have) a phenomenal influence on the 21st century.

clue # 1 : "X" was born in London, England. His parents, both mathematicians, were employed together on the team that built the Manchester Mark I, one of the earliest computers.

clue # 2 : While at Oxford, "X" built a computer with a soldering iron, TTL gates, an M6800 processor and an old television.

clue # 3 : While an independent contractor at CERN ,"X" proposed a project to facilitate sharing and updating information among researchers.Based on that idea, he built a prototype system named ENQUIRE.

clue # 4 : In 1989, he proposed a global project based on the earlier "Enquire" work. It was designed to allow people to work together by combining their knowledge.

clue # 5 :
"X" made his idea available freely, with no patent and no royalties due. Had he decided to patent it, he could have become one of the richest men on the planet.

clue # 6 : In 2004, he was named as the first recipient of Finland's Millennium Technology Prize . He was also given the rank of Knight Commander (the second-highest rank in the Order of the British Empire) by Queen Elizabeth II.

clue # 7 : The British public named him among the 100 Greatest Britons of all time, according to a BBC poll spanning the entire history of the nation.Recently, he has become one of the leading voices in favor of Net Neutrality.
