Quick question: Do Indian citizens with Sgp PR require a visa to enter Vietnam? Not clear from the info. on the web.

Yes, we do need a Visa to enter Vietnam. You have 2 options of getting it:
a) Apply at the Vietnam embassy in Spore.
b) Apply online and get a e-visa. On landing in HCM / Hanoi airport, they will endorse it in your passport.
I think option b) is slightly cheaper.
